Qodobada I: Magaca Macnayn:

Qodobka III: Mabaadiida As-Asiga ah ee Xisbiga.

1. Xisbigub wuxuu aaminsanyahay in xukun cadaalad ku dhisan oo umadu ku gaadhi karto horumar dheeli tiran oo dhan walba ahi uu yahay ku dhaqanka manhajka Diinta Islaamka oo kali ah. Sidaa dartee wuxuu xisbigu u hawgalayaa in la dhiso Bulsho caafimaad qabta,

The Political Agenda of The Party


The Political Agenda of HORMOOD

The country is desperately in need of a political environment that unleashes the full potential of the people. HORMOOD will provide such an environment. It will pursue social democratic multi-party political policies that project the Islamic Sharia, traditional laws and the constitution. It will build complementarities between participatory democracy and representative democracy that should produce accountable and transparent governance.

1. Establish Somaliland’s national sovereignty by extending the authority of the government to all parts of Somaliland territory as specified by the constitution:
1.1. Effective governance needs well-protected borders and alert, specialized border army with entry and exit points.
1.2. Somaliland’s sovereignty should be palpable in all regions and districts and border points. In this Somaliland’s unity is paramount and HORMOOD will sincerely and perseverly work to achieve this objective.

2.1. Create a representative governance system, which is transparent, free of corruption and worthy of the people’s trust. Key elements in such a system are:

An equitable electoral system that respects the rights of minorities.
Freely elected legislative structure (Both Chambers) to serve as independent branches.

HORMOOD will review the functioning of both chambers (Guurti and Parliament) to build a legislative body that is more open to the public, more informed in its deliberations, better supported and more accountable to its constituents.
Establish sub-committees for all key areas of state functioning, circulate and disseminate proposed policies and laws throughout the country and publicize debates through the national media.
Create stronger links between civil society and the chambers.
Capable executive branch (Competent cabinet members, a political and qualified civil service, strong police force).
HORMOOD will rationalize the Ministries to reduce the size of the cabinet.
An independent and transparent judiciary system.

2.2. Ensure that local authorities become centers of local democracy and participation, economic development and service delivery. Local authority legislation will provide for a clear separation of powers between councilors and administrators, and for clearly defined relationship between central and local government authority. HORMOOD will revitalize the grassroots structures across urban and rural areas so that councilors become more responsive to their constituencies

2.3. HORMOOD will develop an efficient and accountable government at national, regional and district levels. Decentralize central government functions and powers in a manner that balances the transfer of responsibility with that of authority and resources, that provides for protection of national interests, particularly economic and social equity and that is backed by adequate investment in the capacity of accountable governance at all levels of government.

2.4. Encourage the formation of civic institutions and societies to serve as watchdogs for human rights, labour rights as well as individual rights. “Remove the post of governor and retain regional administrators. (This might include the establishment of the headquarters of some Ministries in regional capitals if it seen as more feasible to make deeper in roads towards decentralization)”.

2.5. HORMOOD will invest in and organize the public sector to more effectively meet the priorities of the public in a professional and objective manner, guided by national objectives rather than by partisan (or other segmentry) interests. Identify and address the infrastructure, and industrial relations factors that undermine the effective delivery of public service.

2.6. Affirm gender equity and a positive role for youth and the pauperized:
Women continue to face disadvantages in Somaliland that obstruct their opportunities for full participation in economic, political and social life. Women play an important role in family and community well being as attested by the turmoil of the last twenty years. Child development is primarily a women’s job. Women have taken the major burden in the struggle of this nation and the rehabilitation process which still continues and therefore, should be the first to be rewarded. Without contravening the Islamic laws, HORMOOD will endeavour to create an equitable system that does not discriminate women politically or economically.

More than half of Somaliland’s population is youth and this country had a culture of heritage for protecting its youth not as a household responsibility but as a community responsibility. Despite this the current situation is marked by many dead-ends. The civil strife of 1988 resulted in the exodus of the whole population as refugees in Ethiopia and other countries. This and prior policies of the dictatorial regime dismantled the family and communal way of life. In those turbid years the youth were left unprotected without formal schooling, parental care and community socialization. The youth, including those who were in their teens in the 1980’s pose a problem that dwarfs all others. HOR
