BACKGROUND INFORMATION
Urban Circle Training Centre Inc. is a community-based, non-profit organization governed by an independent Board of Directors. Currently in it’s thirteenth year of operation, Urban Circle has developed expertise in pre-employment training for Aboriginal women and men on social assistance. The first program grew directly from a need expressed by Aboriginal women in Winnipeg’s inner city for training which would lead to meaningful employment. In 1991, funding for the first program was approved by the Winnipeg Core Area Initiative and continued with funding from Human Resources Development Canada and the Winnipeg Development Agreement until March, 2000. Funding is now provided through Manitoba Education & Training as well as the Centre for Aboriginal Human Resource Development (C.A.H.R.D.). Other funders include Mother of Red Nation (MORN) and a number of First Nations bands and tribal councils.
PROGRAM OBJECTIVE
“Utilizing the philosophy of the Medicine Wheel, Urban Circle Training Centre Inc. is a non-profit, community-based organization whose objective is to provide Aboriginal People with skill specific training targeted to job-market demands.”
COURSE OFFERINGS
Central to each of Urban Circle’s vocational programs is an intensive culturally-based lifeskills program and the availability of full time counselling and support.
1) HEALTH CARE AIDE/HEALTH UNIT CLERK PROGRAM: a ten-month program certified through Red River College and delivered in partnership with Health Sciences Centre. This vocational training prepares graduates for employment in acute care hospitals as Nursing Assistants, and in extended care facilities, personal care homes and home care. This program has a 92% completion rate, a 98% graduate employment rate and a 98% retention rate over four programs.
* This program also has 7 seats availbale for Health Care Aide only. The applicant must have a completed Grade 10 and must be able to fall under the National Chld Benefit criteria. (7 months)

2) ADULT BASIC EDUCATION PROGRAM: a three-month program delivered in partnership with the Seven Oaks School Division. Delivered in a culturaly appropriate context, this program includes adult basic education at a STAGE THREE LITERACY LEVEL which will include English/Language Arts (2 credits), Fundamental Math (1 credit), Basic Computer Skills and a Life Skills component. All students participate in a full course work load and those who successfully complete the course will be encouraged to apply to the Adult Education & Employment Program or to an Adult Learning Centre of the students choice.

3) ADULT EDUCATION & EMPLOYMENT PROGAM: a ten-month program delivered in partnership with the University of Winnipeg, University of Manitoba, Red River College and Winnipeg Education Centre. Delivered in a culturally appropriate context, this program includes academic upgrading for a Mature Grade 12 Diploma, career and course counselling, one half course University One accreditation, lifeskills, study skills, writing skills and financial management. It also includes job preparation skills a 6-week workplacement and employment at the end of the program.

4) HEALTH CARE AIDE/MATURE GRADE 12 PROGRAM: a 44-week program for 22 participants on social assistance or Employment Insurance. Delivered in a culturally appropriate context, this program includs the delivery of 2 Senior High School Credits as well as dual credits leading to the completion of a Grade 12 Mature Student Diploma. In addition, this Red River College certified program includes all of the theoretical requirements of the Health Care Aide certification as well as a 6-week clinical practicum delivered in partnership with Health Sciences Centre and several long-term care facilities including Holy Family Nursing Home, Sharon Home and St. Joseph’s Residence in Winnipeg’s North End. Excellent employment opportunities are available for graduates of this program.

5) FAMILY SUPPORT WORKER & FAS/E PROGRAM: a 45-week program for 22 participants on social assistance or Employment Insurance. These courses will be delivered in partnership with Red River College and will be fully and dually certified. The curriculum will incorporate Aboriginal culture as it relates to the most recent theories of child development and family dynamics. Graduates will be specifically trained for employment in wide range and Child & Family Services organizations within Winnipeg.

PROGRAM OUTCOMES
Outcome statistics for Urban Circle’s three vocational programs over our eight years of operation are as follows: Program Completion Rate - 92%, Employment Rate - 83.5%, Retention Rate - 75%. In each career path there have been significant opportunities for educational and employment advancements.
SELECTION PROCESS
Over 170 referral agencies are notified of upcoming programs in addition to advertising in local newspapers. Several information meetings are held prior to application deadline. All applications that are received for each of the programs are invited to a one-day orientation. Individual interviews are then set up with interview teams comprised of Urban Circle staff, employers, workplace hosts and educational institutional partners. References are thoroughly checked and the final selection is made.
WORK EXPERIENCE
All vocational programs have a work experience component which provides students with the first hand experience so vital to gain an edge in today’s job market. All work placements are prearranged and a selection process is utilized which meets the needs and requirements of the workplace host and the student. Regular meetings between the workplace host, the student and Urban Circle staff are scheduled throughout the placement. A mid-point and final evaluation are conducted. Urban Circle strives for open communication among the workplace host, the student and Urban Circle staff to ensure that the expectations of all parties involved are met.
Urban Circle students are covered by Workers Compensation for the duration of their training, including the job placement portion.
