The plant you are seeing is likely a filamentous algae common throughout Lake LBJ and the Highland Lakes. This Texas A&M website has a pretty good picture ID section as well as control options.

1) Spirogyra, Clodophora are a couple of the most common filamentous algae.
2) Yes, sorry to say that once the lake is re-filled the algae will start growing again. And while the brown/white plants might be dead or damaged, new algae will quickly re-colonize the area.
3) As for control...you have options but none that I'm aware of that would be effective while the lake is down. Copper-based aquatic algaecides are effective against filamentous algae but the plants must be actively growing in order to "take-up" the herbicide. The nice thing about the copper-based aquatic herbicides is that there are no "use-restrictions" associated with their application. You can eat the fish, drink the water, swim and irrigate with the water immediately after application. Just follow the application rates on the label. There are several brand names that manufacture copper-based herbicides. The more popular ones are Cutrine-plus, Komeen and K-TEA. Cutrine-plus is popular because it comes in a pellet formulation (rather than liquid) which makes it fairly easy to apply. All these are available at "feed and ranch" type stores such as the one next to the Bluebonnet Cafe in Marble Falls.
