What's in a web site?
Startup and maintenance of a website can be time consuming. The cost is usually the deciding factor. Check your ISP. The good ones (like a cable provider will have an enhanced broadband product that may include webhosting.
So, you're still interested, but don't want to pay?
If you're not too keen on paying for it start with a free site like this one (they call themselves Webspawner) They even provide simple templates.
The key, however, is to ensure that what is put out on your site will draw interest by incorporating many key words and phrases to increase the likelihood of a search engine request. If you want more advise google web design, website planning, etc. Don't forget to include the keyword "free". Or you can email me (see below for the link).
My resume includes: HTML, JavaScript, Flash, PHP, MySQL and Apache servers. I've used a whole host of WYSIWYG applications, including, but not limited to FrontPage, Dreamweaver and GoLive.
