Research Assistants provide research on unusual, extraordinary occurrences in Illinois County Jails, City Lockups and Juvenile Facilities on civil cases.

As a contractual instructor we provide the latest updated information on legislative changes involving detainees and custody issues with the Illinois Administrative Code Title 20 Parts 701,702,703 and 720.

The changes of Mental Health issues are covered as is the management of suicidal detainees while in custody.

As research assistants, we provide expert Testimony regarding requirements of the Illinois Administrative Code Title 20, County Jail Standards, Municipal Jail and Lockup Standards, and Juvenile Detention Standards.

With Unusual or Extraordinary Occurrences, we provide research on data that is required by the State of Illinois Department of Corrections, Office of Jail and Detention Standards. This research documents violations, if any, of noncompliances which could result in civil action.

Research of required documents are examined as well to determine criminal referrals to authorities under the Illinois records act for the falsification, altering, destroying, defacing or damaging of official documents as outlined in the Illinois Compiled Statutes.

Instructor and Research Assistant

Roger A. Hermes Jr., a retired Criminal Justice Specialist with the Office of Jail and Detention Standards Unit has ten years of instructors experience and has over 30 years of investigative and research experience.

As an Instructor, I conduct training for trainee and seasoned correctional officers, city jailers and juvenile detention staff of requirements regulated by the Illinois Administrative Code Title 20; Provide lectures on management of mental health and suicide prevention in jails and lockups.

Provide services for attorney’s on compliance issues relating to the Illinois County Jail Standards, City Lock-up Standards and Juvenile Standards.

Conduct research investigations on wrongful death of detainees while in custody and provide expert testimony on compliance issues

A Research Assistant for Contractual Instructor and Independent Research Assistant Roger A. Hermes Jr., conducting document examination and research relating to compliance with the Illinois Department of Corrections Illinois County Jail Standards, Illinois City Lock-up Standards and Juvenile Detention Center Standards. Assisting with court preparation in civil litigation cases involving violations of Illinois Department of Corrections Standards . Researching previous case laws involving civil rights violations involving detainees in custody and providing necessary documentation for court testimony. Assist with the training of Illinois County Correctional Officers, City Jailers and Juvenile Detention Staff. Responsible for PowerPoint presentation format utilized for the training of Correctional Staff.
