To get 99 of any item, talk to the guy in Viridian City who teaches you how to get a Weedle. Answer no to his question. After that put the item you want 99 of sixth in your items list. Then fly to Cinnabar Island and surf on the right side of the island(next to the gym) You will eventually find a pokemon named m or missingno. Run away from him or defeat him and the item sixth in your items list will have a weird symbol next to it. This means that you have about 99 of that item.

In the above cheat you might also want to capture missingno or m if you don't mind getting your graphics messed up.

In the Vermilian Gym, to open the locks Lt. Surge has set up, walk up to a trash can and press a, keep doing this until it says
something about an electric lock. When this happens, go up to the trashcan right next to it and press a, and it should say something about another electric lock opening up. Now you can go fight Lt. Surge.
