Wooper is a pretty good card. It fits nicely into water decks, because of its resistance to Electric. Wooper and Quagsire are the only Water Poke'mon resistant to that type, so if you have a water deck and need to play an Electric deck, all you have to do is throw some in and make sure that they get out soon enough. If they don't, then you may have to stall with some Gold Berries until they do. Slam is a pretty good attack for a card with 40 HP, and for 2 Colorless?? This card is good in just about any deck, even without any water energy, because Amnesia isn't a very good attack compared to Slam. Then Quagsire follows, but he needs water and fighting energy. So, if you have a Water/Fighting deck, they are a good pair to switch in for some cards that you don't need very much. So, since both Wooper and Quagsire are common cards, open a few Neo Genesis packs, and you'll probably get them or something else good. This is a good idea if you wan to win a couple more games.
There is anther good strategy to winning games- finding winning combos! Now, let's say you have 4 Abra, 4 Poke'mon Breeder, 4 Alakazam, and 4 Tentacool in a deck. Alakazam and Tentacool are a winning combo. Just use Damage Swap every time Alakazam gets hit, move the damage to Tentacool, use Tentacool's Poke'mon Power to go back to the hand and remove all damage counters, put Tentacool back on the bench, and bam! No more damage! Bench damage isn't a problem unless it's 30 damage or higher, so it doesn't Knock Out Tentacool. And unless you use an attack that does 70 or more damage, Alakazam won't be Knocked Out, either. So that you can only draw the right cards, put in as many of them as you can, and nothing else. If you still need more, put in some Chancey and some Gold Berry. It's an old combo, but a great deck! Make your own, if you get a chance.
