What is the purpose of the Legendary Poke'mon card set?
The Legendary set is a set to improve Modified. Yes, no one likes Modified, but you get decent cards to build decks around. The set has absoloutely no broken or almost-broken cards, but it has a rare AND a holofoil in EVERY pack, making it a decent set for collectors. You cold probably sell some of the expensive cards from this set, but only to collectors. I do not like this set because even though you get good collector's stuff, there are no really good cards. Something has to be done soon, though, or we players will never have a good set again. I guess this set is an excuse for not having the Cards-E set yet, but we don't care!
