Package of reform should come from the sentiments and needs of the marginalized:addressing the significant issues of various sectors and recommending public policies are critical to the goal of achieving a better social, political and economic development.

VISION
The organization foresees itself as an organization with mass-base, and with direct and personal touch to the grassroots, thereby empowering the society by cultivating their good values and by providing support programs that would enhance their abilities and skills in contribution to the development of one’s community and for the next generation.


MISSION
The foundation aims to uplift, shape and empower the marginal sectors of society by providing programs and project to its affiliated organization-the Task Force Urban Manila and Task Force Congress of the Philippines.

GENERAL POLICIES & ADVOCACY
In response to the series of consultation and workshop merited by the Center for Strategic Studies that paved the way for the formulation of cross-sectoral policies and programs. Among these are:

Advocate for the formulation and enactment of policy on responsible parenthood and population management that is comprehensive and national in scope, providing information and services related to natural and other modern means of birth spacing in a way that respects the moral values of our religious and ethical traditions and the freedom of each citizen to responsively make informed choices, and effectively promotes the health of women, children, and other marginalized sectors of the Philippine society.

Advocate for the formulation and legislation, and resolutely implementation of updated and effective National Security Act with a balanced focus on both internal and external concerns that correctly defines the country’s defense and security policies, and adequately addresses terrorist threats, giving more emphasis to pre-crisis activities of threat detection and prevention.

Institute social planning in the education sector, and provide as much resources as possible to the public school system in order to turn it around from its present situation of decay, and make it focus on developing literacy, numeracy, scientific knowledge and attitudes, and moral values, including patriotism, civic virtues, and discipline, as well as an authentically humanist culture that is nationalist, scientific, popular, and respectful of the integrity of the natural environment.

Strengthen early childhood development programs as well as primary education. Quality of education depends much on its foundation. Invest in widening access to free basic education in public schools, and ensure that all children in the country of schooling age receive basic education.

Re-orient public tertiary education to focus on the needs of an industrialized Philippines by strengthening vocational and technical education.

Identify labor demands in and out of the country and make the education sector responsive to these demands to lessen education-employment mismatches and to improve access to employment, local and abroad. No schools will be allowed to be created and/or opened without prior study indicating that there exist actual or projected labor market demands for potential graduates of the said school and/ or academic program.

Rehabilitate the Government Service Insurance System (GSIS) and the Social Security System (SSS) for the protection of the poor.

Improve correctional facilities in the country so as to serve their purposes of rehabilitating erring citizens. Provide vocational and technical education alongside psycho-social therapies so as to facilitate the successful reintegration of paroles into society.

Improve the livelihood of the working people (especially peasants, fisherfolk, and workers, both rural and urban), while increasing the capacity of the domestic market to absorb the products of Philippine industry by making more effective and efficient the carrying out of agrarian reform, putting the ownership and control of increasing proportions of land and aquatic resources in the hands of peasant or fisherfolk or worker-owned cooperatives, and supporting these cooperatives with adequate credit, access to appropriate technology, and technical advice. By improving the people’s livelihood, we address the critical issue of mass poverty which is one of the roots of insurgency.

Promote large-scale mass affordable housing for the working people as well as construct mass transit facilities with appropriate domestic technology and with construction materials supplied as much as possible by factories owned by worker’s cooperatives. This will provide employment and substantial income, capacity for savings and investments, healthful and inexpensive shelter, and a relatively inexpensive and efficient public transportation for a large proportion of the working masses. All these measures address the critical issue of mass poverty.
