The EB-5 program gives foreigners
legal residency in the United States if they
invest in job-creating businesses.
The project must deliver employment
to residents of the State of Vermont
within two years of investment.
Vermont has been designated as a Regional Center
for EB-5 Investors.
There are 17 Regional Centers in the United States.
Investors do not have to live in the region
they invest in, nor do they have to work in the
business.
EB-5 Investors must prove to the Regional Center
in Texas that the money they are going to
invest in a Vermont business project was
earned legally.
The Naturalization Service was re-named
Citizenship and Immigration Services.
They permit entities outside the federal
government, called Regional Centers,
to screen investors and monitor
job creation.
