GENERAL CONFERENCE
Convened at the Lone Tree Church, Galva, Kansas
November 6-7, 1939

1. Conference Ruling on How to Amend Former Conference Article
Resolved, and unanimously supported, That two-thirds majority of all ministers and deacons present will be necessary to amend any former Conference article; with the privilege that the number for and against may be recorded. (Refer to Art. 4, 1956 Conference; Art. 1, 1962 Conference; Art. 1, 1974 Conference.)
2. Amendment of Article 17, 1917 Conference
Amending the first clause of Art. 17 of 1917 Conference, it is resolved that each congregation, with the help of now recognized leading ministers, approve or choose their leading ministers; and these with the assistance of two or more leading ministers-as circumstances permit-undertake important work in fellowship with the congregation, as: electing and ordaining ministers and deacons, etc.
Seventy-six of the ministers and deacons present voted for the amendment, fifteen submitted, and four voted against it.
3. Submissiveness of Ministers
Following the previous amendment of the present Conference, it is resolved that we amend Art. 3 of 1921 Conference to read:
Resolved, That in the administering of baptism, the Lord's Supper, and solemnizing marriages, the younger and less experienced ministers should be under the direction of the leading ministers or elders, since Peter says: "Likewise, ye younger, submit yourselves unto the elder. Yea, all of you be subject one to another, and be clothed with humility: for God resisteth the proud, and giveth grace to the humble" (1 Pet. 5:5).

November 8-9, 1939
1. Four-Voice Singing
Resolved, That we support the former Conference Council resolution, with the sentiment of the present session, that we prefer soprano singing and whenever other voices are sung, that it be done in the spirit of humility and simplicity. (Refer to Art. 1, 1956 Conference.)
2. The Radio
Unanimously agreed that, due to its unrestricted and unchristian programs, we do not see any justifiable reasons for its use in our homes, cars, etc. Consequently we cannot permit their use. (Refer to Art. 15, 1974 Conference.)
3. Concerning Insurance
We refer to Art. 9 of 1909 Conference , and endeavor to promote a mutual aid plan. (Refer to Art. 10, 1946 Conference.) Regards liability insurance-because of prevailing conditions and various laws of the several states, we submit this question to the individual conscience. (Refer to Art. 22, 1959 Conference; Art. 6, 1993 Conference.)
4. Church Incorporation
Agreed to leave the incorporating of churches to each or any part of a district.
5. Bible Schools
Unanimously agreed that we earnestly protest against members attending outside Bible schools. Where congregations so desire, each congregation, or adjoining congregations, may cooperate and have their own schools and teachers. Teachers capable of teaching and well grounded in the faith should be chosen.
6. Our Attitude Regards Cutting of Beard
Conference unanimously reaffirmed the last part of Art. 17, 1896 Conference. (Refer to Art. 18, 1946 Conference.)
7. In Case of Theft of Property, Should Sheriff Be Notified
Unanimously agreed to adhere to our nonresistant principle (Luke 6:29); unless if obligated as in the case of mortgaged property, or insane, or drunken persons. (Refer to Art. 9, 1983 Conference.)
8. Relief for the Needy Article 5, 1933 Conference Council, was unanimously reaffirmed.
9. Ministers and Deacons Changing Locations
Resolved, That ministers and deacons, before relocating, be in full cooperation with the district leaders, committees, and congregations involved. We encourage order and fellowship, so mutual benefits may be derived and that the handicap for any financial support be prevented.
10. District Conferences
Unanimously agreed that each district may hold conferences as deemed necessary, with the provision that it be done in unity with General Conference.
11. Regarding Sunday School Quarterlies
Decided to include Junior and Primary quarterlies in our list of quarterlies to be edited by one of our brethren. Bro. F. H. Wenger was chosen for this work.
12. Mission Board and Workers' Report
The report was approved as read. This great work was favorably considered. The Conference unanimously voiced the sentiment of expanding its mission effort, both at home and in foreign lands. Concerning the need of more workers, Conference urges the encouragement of the mission spirit in the homes, congregations, and districts.
To this end two additional members were elected to the mission board. Board members: A. L. Yost, Moundridge, Kansas, Chairman; Fred B. Ratzlaff, Galva, Kansas, Treasurer; Peter H. Koehn, Montezuma, Kansas, Clerk; Alf. Litwiller, Ithaca, Michigan, and Aaron Megli, Swalwell, Alberta, additional members.
13. Publication Board Report and Reorganization
A. The report was approved as read. In the reorganizing of the board two additional members were elected.

14. Colonization Board Report and Reorganization
Report was approved as read. It was agreed to encourage its functioning and improve its efficiency. One vacancy was filled by electing

Said committee is to receive all questions for Conference. When sufficient
questions of importance have been received, they are to be submitted to the ministers and deacons at large for a vote as to the advisability of calling a Conference. A two-thirds majority of all ministers and deacons is necessary to empower the committee to call a Conference.
The chairman of said committee is to be temporary chairman when Conference convenes until a moderator and assistant moderator are elected, who need not necessarily be one of the committee.
