The development plan prepared under section 8a of the Urban Development Authority(amendment) act no.4 of 1982 for the Homagama pradeshiya shaba area.Development Regulations have 2 parts
1.Planning Regulations
2. Building RegulationsThe Planning Regulations are always complementary to Development plan. The Development plans has two aspects.
1.Promotional aspects
2.Regulatory aspectsThe regulatory aspects of the development plan consists of zoning of the pradeshiya sabha area.
1.Land use zoning
2.Density zoningThe land use zoning plan provide position, direction and guidance to where different development activities should take place.
Promotional aspects is concerned with activating development in selected areas and may consist of proposal such as improvement or expansion of infrastructure net works, amenities, development of Housing, Recreational areas conservation of places of Historical Interest etc.
The plan for the pradeshiya sabha area of Homagama has been prepared by establishing a number of land use planning (zoning) changes in order to achieve the changes and challenges of the 21st century. The zones, densities and zoning regulations are stipulated below.
