With the shrine you can get your stats increased by 1 point or 10 points. It all depends when you go, so look at this to help you (remember all times in NST).You can visit it two times a day! Once every tweleve hours.
If you want an increase in a certain skill here are the times you need:
Speed: Every fifth sec. of the hour (EX: 3:00:05)
Defense: Every tenth sec. of the hour (EX: 3:00:10)
Strength: Every thirty minutes of the hour (EX: 3:30)
Life (Hit Points): Every hour of the day (EX: 3:00)
Level: Every two hours of the day! (EX: 2:00, 4:00, 6:00)
Burnt Food: 11:00 - 12:00 NST
Also THERE IS A CONFIRMED CHANCE FOR 1,000,000 yes ONE MILLION NP at exactly 12:00 AM NST. This was information that I found on a wesite that had a reference from the NEOPETS TEAM in an Issue of the Neopian Times. The reference stated this happens ONLY IF YOU ARE VERY LUCKY! So goodluck everyone.
