I. Information
A. Credential Committee
Discussion: A motion was made by Stacey Johnson to elect members to the credential committee. Irwin Bernstein, Jane Carter, and Steve Sobel were suggested.
MOTION: The Congress approved the motion for Jane Carter, Irwin Bernstein, and Steve Sobel to serve on the credential committee.
B. Local Organizing Committee Thank You
Stacey Johnson thanked the local organizing committee and their chair, Gary Murry, coach for the Round Rock Fencing Club, for a job well done in running this year’s National Championships in Austin. There was a moment of silence for Jake Redwine, who passed away at the beginning of this tournament.
C. Sada Jacobson
Sada Jacobson came to the Congress meeting to be recognized for her outstanding international accomplishments including her number one World ranking and numerous World Cup and Junior World Championship wins.
D. Approval of minutes July 2002 meeting
MOTION: The Board approved the minutes of the July 2002 meeting.
E. Appointment of Parliamentarian
Discussion: George Masin was nominated as parliamentarian
MOTION: George Masin was appointed parliamentarian.

Note: The Congress reviewed the Officer, Director, and Committee reports. No questions were asked.
II. Financial Performance Review (Budget reports in Board Agenda)
Note: Irwin Bernstein gave a broad review of the budget review and answered questions from the Congress regarding the budget review.
III. Discussion and Decision
A. Determination of Election Procedures and Election of Directors to USFA Board
Of Directors.
Discussion: Nominations were taken for four Directors representing the USFA Congress to the USFA Board of Directors. These individuals will serve on the Board as representatives to Congress for the one year term commencing as of the September Board meeting.
MOTION: Andrea Lagan, Linda Merritt, David Micahnik, George Masin were unanimously appointed as the four individuals to represent Congress to the USFA Board of Directors.
B. New Business
1. Confirmation of Presidential Appointments
To confirm the President's appointment of the following positions:
a. Editor, American Fencing Magazine
MOTION: The Congress approved the President’s appointment of Meg Galipault as Editor, American Fencing Magazine for 2003-2004.
b. Hall of Fame Chair and Committee
MOTION: The Congress approved the following appointments of the President to the Hall of Fame Committee: A. Messing, co-chair, S. Khinoy, Co-Chair, S. Barth, A. Shaw (advisor)
2. Hall of Fame election.
The Congress was asked to vote for three candidates from seven proposed. The inductees to the 2004 Hall of Fame are: Gay MacLellan and Heizaburo Okawa, and Steve Sobel.
Note: The 2005 Hall of Fame nominations ballots from the Congress are due September 1, 2003 for the 2005 induction year. Congress members are asked to send their recommendations to Michael Sullivan, Treasurer, by the September 1 deadline.
3. Election of the Nominating Committee.
MOTION: Congress approved the motion to elect the following individuals representing each section to the Nominating Committee:
North Atlantic – George Dilworth
Metropolitan – George Kolobodovich
Mid Atlantic – Gladys Berardi
South East – Michelle Crosby
Great Lakes – Jim Vesper
Midwest – Ron Herman
North West – Phil Reilly
South West – Bob Fiegel
Pacific Coast—Tanya Brown
Rocky Mountain – Andrea Lagan

Notes and Discussions:
- request to schedule summer nationals after July 6
- request to revisit the scheduling of NAC’s, particularly during college finals in December and March; revisit scheduling of the Y10 tournament not too late in the day.
- general discussion on the continued growth of U.S. Nationals and the convention, development, and elite programs aspects.
- general discussion regarding video use from television and Olympic rights
- request to keep in mind the promotion of NYC 2012 as the bid city for the United States to host the Olympic Games in 2012.
- general discussion regarding the Olympic program for fencing and the possibility of changing the team events.
MOTION: adjourn the meeting 8:50AM.
