We served HEED BANGLADESH for six years after 25 years in India. Ruth spent most of her time serving in HEED'S Leprosy Rehabilitation and Occupational Therapy Dept., while I had my hands full as Director of Health Services (Leprosy / Tuberculosis ) based at HEED's Kamalganj project and reaching into Moulvibazaar, Sylhet and Hobiganj Districts, in the N.E. part of the country covering the needs of 8.5 million people.

BANGLADESH RURAL ADVANCE COMMISSION (BRAC)


where HEED's various community development activities, including leprosy, are mentioned. One of the most exciting and challenging community development projects I encountered in Bangladesh , during the six years I lived and worked in there, was exercised through Bangladesh Rural Advancement Committee (BRAC) with its nation-wide programmes extending to most of the nation's 68,000 villages. Bangladesh, which is the 9th. most populous nation in the world, is wonderfully served by a very large number of N.G.O.'s (non-government organisations) but BRAC, is one of the most dynamic, reaching out with compassion to millions of women and children, through health clinics, family planning units, rural education centres and participatory community development projects. BRAC also helps local villagers to achieve financial independence and, in this regard, the Grameen Bank, with its innovative microcredit or small loan facilities, needs a special mention.

Grameen Bank has encouraged even illiterate women to avail of credit to purchase a Nokia cellular phone. Not only can these once-defenceless and helpless woman sell eggs, chickens, milk, handcrafts or whatever, but they also can market phone calls at around 4. 5 taka (approx. 10 cents) a minute. With so many Bangladeshis, having relatives in other districts or even overseas, many avail of the services of these phone-equipped women who are able to make a considerable profit, to pay off their loan and establish themselves financially.

Since this unique Grameen phone venture began, in 1976, more than $2 billion have been loaned to well over two million poor and needy women, who, otherwise, would have starved, turned to begging or been forced into prostitution in order to survive. BRAC deserves special praise for its Family Planning effort, pre/post-natal clinics and general midwifery care. BRAC also encourages women to oppose the cruel, Dowry system and also the traditional child-marriage custom. BRAC is heartened by the fact that Bangladesh's birthrate of seven children for every woman in 1975, has fallen to less than half that number by 1995. This is truly remarkable in a male-dominated society, however, in spite of this progress, 200 million women, world-wide, become pregnant annually, many against their own wills and wishes. This is because, in many such patriarchal societies, where women are illiterate or less educated than males, they have no free choices in relation to marriage and child-bearing. For many unfortunate women, marriage in such a male-chauvinistic society is nothing more than legalised rape. Many children of such abused women, often end up being abused themselves, or abandoned. Because they are not wanted, they don't qualify, within the family, for their rightful and necessary share of food, medical care and education.

BRAC, through its distribution of contraceptives, health-care and related teaching, along with the enlightening of local culture, is helping women to become persons instead of slaves. To end on a positive note, Bangladesh Govt. departments, along with N.G.O.'s responsible for the same, can boast of real progress. In 1990, the birthrate in Bangladesh was a massive 4. 9 babies for every woman but, thanks to all concerned, that figure has fallen to 3. 3 . BRAC, Grameen Bank, HEED Bangladesh, GRAUNS and other such caring organisations, deserve our praise and congratulations.
