The key to getting 100% on vice city is patience.
LOTS OF IT!
The main thing you have to remember is NO CHEATS! If you have already used cheats you should restart your game because you will NOT get 100% if you use or have used cheats at any time!
First you have to complete all the main missions e.g. Ken Rosenberg, Jua Garcia Cortez, Ricardo Diaz, Tommy Vercetti and the final missions.
Then you have to complete all the extra missions e.g. Avery Carrington, Love Fist, Biker Gang, Assasinations (pay phone missions), Porn Empire, Cubans, Haitians, Boatyard, Kaufman Cabs, The Malibu, Phil Cassidy, Print Works.
Then you have to do all the odd jobs e.g. Cherry Popper Ice Cream, Street Races, Stolen Cars, RC Missions, Test Track, Arena Missions, Cone Crazzy, Pizza Delivery, Taxi Driver, Paramedic, Vigilante, Fire Truck, PCJ Playground, Chopper Checkpoint, Shooting Range.
Then you have to do:
All Unique Jumps (36)
All Rampages (35)
Get 100 Hidden Packages
Purchace All Property
Rob All Stores.
Thats it!
If you followed all these instructions correctly you will have 100%
What happens now?
When you get 100% you will get:
200 health, 200 armour, Unlimited ammo, A new outfit, And 3 body guards available for hire from your mansion that follow you everywhere and shoot anyone who picks a fight with you!

CHEATS:
Brake or turn better:
Press and hold R1 for better turns and braking.
Get clearer graphics:
When pausing gameplay go to DISPLAY, then choose TRAILS and turn that option off. The game will become much clearer.
Unlock Weapons (tier 1):
While playing the game, push R1, R2, L1, R2, Left, Down, Right, Up, Left, Down, Right, Up. You will see a message if you have entered the code correctly. The least powerful of the weapons in each category will now be unlocked.
Unlock Weapons (tier 2):
While playing the game, push R1, R2, L1, R2, Left, Down, Right, Up, Left, Down, Down, Left. You will see a message if you have entered the code correctly.
Unlock Weapons (tier 3):
While playing the game, push R1, R2, L1, R2, Left, Down, Right, Up, Left, Down, Down, Down. You will see a message if you have entered the code correctly.
Unlock Health:
While playing the game, push R1, R2, L1, Circle, Left, Down, Right, Up, Left, Down, Right, Up. You will see a message if you have entered the code correctly.Remember: If this code is enabled when there is damage on your car, the meter will be reset to zero without changing the visible effects of the damage.
Unlock Armor:
While playing the game, push R1, R2, L1, X, Left, Down, Right, Up, Left, Down, Right, Up. A message will confirm correct code entry.
Unlock Raise wanted level:
While playing the game, push R1, R1, Circle, R2, Left, Right, Left, Right, Left, Right. You will see a message if you have entered the code correctly.
Unlock Lower wanted level:
While playing the game, push R1, R1, Circle, R2, Up, Down, Up, Down, Up, Down. You will see a message if you have entered the code correctly.
Unlock Bloodring Banger:

Get a PCJ 600 motorcycle:
Go to Vice Point and find the Standing Vice Point building near the beach. Drive along the sides of the building across the street from the makeshift ramp to find a PCJ 600.
Voodoo: Hydraulics:
To work the hydraulics in the Voodoo, push R3.
