In the U.S.A. alone, according to research done by a specialist in the field - Dr. Samuele Bacchiocchi, over 100 million people have an acute alcohol problem. Of those Americans who started off as "responsible", moderate drinkers, 20 million have developed serious behavioural attitudes due the the drug's habit-forming, narcotic properties which, above all else, weaken their victims' capacity for self-control.
In the Western World, alcohol has become our Number One Public Enemy - the most lethal of all the drugs which are undermining our society's moral quality of life. In the U.S. alone, this legalised killer drug is costing the nation over $US 117 billion annually and claiming 100,000 of its citizens. This is a staggering 25 times more than all the devastation caused by all the illegal drugs combined.
Rutgers University Centre for Alcohol Studies declares that the per capita consumption of alcohol in the U.S. is now as high as 3 U.S. gallons. Add to all this, the 61 million Americans who in some other way are affected, perhaps through pregnancy problems, retarded children, work-related accidents, neural and other diseases such as cirrhosis of the liver, which can lead to death, and we have a major crisis within our community.
The purpose of this Page is to promote the work of the WOMAN's CHRISTIAN TEMPERANCE UNION, (WCTU),which is a international body of Christian women, dedicated to influencing the life of the Community by encouraging individuals to adopt a stance of voluntary total abstinence from alcohol and other harmful drugs.
Through this Site, I wish to challenge all who are concerned about the proliferation of alcohol and other drugs which are leading to an increase in crime and, in particular, domestic violence, broken marriages / homes, rape, murder, road accident deaths and poverty.
It is quite possible that you will find a Union of the WCTU (International) in your own country. This organisation has all the infrastructure in place, in case you are challenged by its Aims and Objectives and would like to start up a union in your area. In order to familiarize you with the programmes conducted by the WCTU, I am listing the Resolutions of our State (South Australia) Convention of the WCTU held in Adelaide, Australia in March 1996. These were sent to Govt. for necessary action. This is an example of just how you, in your own country, may be able to influence the authorities concerned for the improvement of moral standards in society.
SAMPLE RESOLUTIONS OF THE W.C.T.U.
1. CONSUMER PRICE INDEX:-We urge the Federal Govt.(of Australia) to exclude alcohol from the C.P.I.
2. SAFER ROADS:- We commend the Govt. for extending so many aspects of Road Safety, Breathalysers, Speed Cameras etc. We urge further matters to be considered
a) Immediate consideration of lowering the Blood Alcohol Level to 0.02% and to eventually achieve zero
b) Marijuana causes serious effects for perception and skilled performance hence we urge that the instrument Electromystrograph be brought into use.
c) That the legal drinking age (of alcohol) be 21 years.
d) That no special liquor permits be granted for social functions where under-age persons are likely to attend.
e) That Third-Party Property Insurance be compulsory.
3. DRUGS: We draw the Government's attention to the enormous National Health Debt incurred by the use of alcohol and tobacco. It is now established that when prohibited drugs are freely available there is an upsurge in use. Legalisation also conveys the message that the Govt. condones that which is legalised and this, accordingly, supports a drug life-style for an increasing number of people.
a) We ask the South Australian Govt. to reverse the law which allows persons to have 100 grams of cannibis in their possession for personal use.
b) We continue to oppose the legalisation of marijuana or any other mind-altering drugs.
c) That the knowledge about alcohol and other drugs, when mixed, are more dangerous than when taken singularly, should be widely disseminated to schools and the public.
d) We oppose the placing of needle (for administering drugs) vending machines in public places.
5. GAMBLING:
South Australian Poker Machine gamblers lost $276 million from their pay packets and purses in 1995 (Reported in the Sunday Mail of 14/1/96); this colossal total when averaged out is $200 for every man, woman and child in the State. This money could have been directed towards the payment of necessities by families and reduced considerably the increased burden of the Welfare and Charities in our State. Poker Machines have caused these problems also in all other States and Territories where they operate.
a. We call upon the Government to phase out Poker Machines in South Australia and so assist in reducing the recent upsurge in the amount of poverty, debt and suicides in our State
b. We seek the curtailment of all other gambling facilities.
6. CHILD ABUSE: This is an abhorent crime; therefore we urge:-
a. Severe penalties to be imposed on those who sexually abuse children
b. These penalties be imposed for physical and psychological abuse of a child where it is beyond reasonable and moderate disciplining
c. Bail be opposed for these offences and no early release be granted.
7. PARENTS' RIGHTS:- A family needs to be built on a basis of love, Order and Discipline. The Parents' Responsibilities are to guide and nurture, therefore:-
a. Parents should not be victimised for administering loving discipline.
b. A Counselling Service should be available for parents who neglect and / or abuse their children.
c. That Parents or Guardians always be consulted and expected to take responsibility in matters affecting their child's school counselling and health decisions.
d. Parents be given legal protection from physical and mental abuse from teenage children.
